It is used to tell someone to start doing something or to stop talking about it. For example, "You've complained long enough, it's time to put up or shut up!" Oh, and by the way, I wouldn't recommend using this phrase in formal situations because it's kinda rude and not acceptable. You could say it to your best friend when you're hanging out and whatnot, but just be careful when you're using this phrase, don't say I didn't warn ya! Alright, let's check it out!
